Request for Proposal

Valley Regional Transit is seeking proposals (RFP 2014-01-01) for the development of a bike share system in the city of Boise. The ideal system would feature a fleet of shared bicycles that may be rented from one bike share station and returned to another in a network of bike share stations. The deadline for submitting a proposal is 5 p.m. MT Friday, December 27, 2013.

To download the RFP go to the
Valley Regional Transit website.
What is Boise Bike Share?
Bike Share is a form of alternative transportation designed to provide people living, working and visiting downtown Boise with a convenient and healthy way of making short trips from one place to another, all without contributing to congestion or pollution.
Boise Bike Share will develop a network of bikes and stations in downtown Boise and on the Boise State University campus. The proposed system will have 140 bikes and 14 stations strategically located in the service area.  You will be able to purchase memberships, ranging from a single day to a full year.  Membership allows you unlimited 30 minute bike rides.  If the bike is out for more than 30 minutes additional fees will be charged to your account.

Bike Share is not a bike rental business
Bike rental is paying to use a specific bike (mountain or road) for a specific person, for a specific amount of time (usually 24 hours.)  You are responsible for the bike.  You need a lock.  You need to load the bike into your car.  If you’re visiting from out of town, you might need to take it into your hotel room.  Sounds like a lot of hassle, doesn’t it?
Bike Share gives you access to ALL of the bikes in the system as long as you are a member.  Bike Share trips are meant to be short.  If you keep the bike for more than 30 minutes you will be charged additional fees.  That’s because research has shown that most of the time a bike is checked out for more than 30 minutes it’s not actually being ridden.  It’s tucked away somewhere where nobody else can use it.  That’s not spirit of Bike Share.
With Bike Share you check out a bike, ride to your destination and check it back in.  Once the bike is checked in, it’s no longer your responsibility and the bike is there for somebody else to use.  That’s the spirit of Bike Share.

Why Bike Share?
One of the primary goals of Boise Bike Share is to reduce the number of unnecessary short-distance car trips in the downtown area.  Boise Bike Share will eliminate thousands of such trips, making the air cleaner and the streets less crowded.  Another benefit is that users of Bike Share will be burning calories in the process, making them healthier.
Each Bike Share bike has GPS tracking technology.  Bike Share members will be able to create an online profile and keep track of the number of calories they’ve burned, miles they’ve ridden and the amount of pollution they’ve kept out of the air.
Bike Share also provides a vital link to traditional transit, providing the first/last mile of a person’s commute.  It will also be beneficial to those using car pools and van pools.  No longer will they be left without mobility at the workplace.  Just hop on a Bike Share bike and ride to lunch, or to run an errand.
